About the committee

Delegates take named political and military portfolios, receive situation reports and act across active theatres. Once a cabinet decision changes history, the simulation follows the consequences rather than returning to the historical record.

The room ends with war directives and a final command assessment.

Command protocol

The Chair convenes the Cabinet and opens with a situation report covering military, diplomatic, intelligence, economic and political developments across the active theatres.

Theatres the Chair can activate, deactivate or expand:

  • European: Western Europe, Britain and continental operations
  • Eastern: German-Soviet developments
  • Mediterranean: North Africa, Italy and the Mediterranean
  • Atlantic: naval warfare, shipping and maritime security
  • Pacific: Japan, the United States and Pacific operations
  • China: Chinese resistance and Japanese operations
  • Home front: production, morale, political stability and mobilisation

Intelligence arrives classified as public, restricted, secret or top secret, and marked confirmed, probable, uncertain or disputed. Delegates must judge its reliability before acting on it.

At any moment an urgent War Office transmission can change the military situation, reveal intelligence or open and close opportunities. At strategic forks the Cabinet faces a major decision with no set right answer.

Delegates act through war directives. Each one names its objective, the authority responsible, the theatre, the resources, the timeline and a contingency if it fails.

What it has to settle

  1. Which theatre needs attention first, and what can the cabinet afford to commit?
  2. How reliable is the intelligence behind each proposed operation?
  3. What happens if a military, diplomatic or economic plan fails?
